One Health Theory of Change by the One Health High Level Expert Panel (OHHLEP)

On November 7, 2022, the “One Health Theory of Change (ToC)” was launched by the One Health High-Level Expert Panel (OHHLEP). This group of experts was established in 2021 to provide support and evidence-based scientific advice to the Quadripartite organizations -FAO, UNEP, WHO and WOAH- on One Health-related matters.

To guide OHHLEP’s and other organizations’ work and initiatives working towards One Health goals, the ToC illustrates and describes the context, pathways, actions, and challenges that will lead to specific outcomes in three distinctive periods:

  • Short-term: 2021-2026 – OHLEPP’s term and the One Health Joint Plan of Action (OH JPA)
  • Medium-term: 2030- End of the Sustainable development goals (SDGs)
  • Long-term: 2035-Post-SDGs era

These outcomes will build a “world better able to prevent, predict, detect, and respond to health threats and improve the health of humans, animals, plants, and the environment while contributing to sustainable development.”
